Increasing level requirement for TG would be ideal in order to prevent new and incapable players from entering it. These days you see people joining the Mission War who get 1-shotted and cannot even reach the quota.
Level 200 seems to be the most appropriate level requirement for mission war.
In this level, people should already have Highest grade equipment with decent upgrade that allows them to score better and faster. Although it isn't a guarantee that they will indeed reach the quota score (given that some wars are PK-wars), we will be giving them a chance to actually enjoy it and avoid frustration from being just food inside war.
Other benefit that can be gained by doing this are:
1. Prevent low level dummies to be entered in war (Done by both sides)
2. Avoid new players from being frustrated (because of being 1-shotted in war) which result to them actually leaving and quitting the game
3. New players will be given enough growth period before they can actually go war
