Well outside of war your options are:
1. Buy the Cube of Honor from the DP exchange shop in Port lux.
2. Do various dungeons even tho the quests in their only give a small amount of honor points that also works.
3. Buy Potion of Honor from other players in the Ah ^^
4. Donate for GEMS and go in the Useables section there are also Potion of Honor you could buy =)
