do you have 700 AP at yours character in the moment you try to use AP saver?
i cant say much atm , because of lack of information but picture you post here shows that you dont have full ap at yours character.

This aint a bug you use AP Saver to reach 701
So it wont let you use again the AP saver
Please use some AP so that it wont exceed 700

For example
695
Then crawl your way down to 700 again and you will able to save it .


You cant save AP beyond 700 coz the system detects that you use an AP saver to exceed 700
