Refused Cabal Voucher?

Is it possible to release Cabal Vouchers so donators and non-donators can sell or trade C-cash more effectively..

lets say a domination of:

Bronze voucher = 100 C-cash ,
Silver Voucher = 500 C-cash
Gold Voucher = 1,000 C-cash

so for example... i need 2,000 C-cash but unfortunately my C-cash on hand is 1,900 only... so i can buy bronze voucher to other player to fill up my lacking 100 C-cash?

those that sounds great? What effects will it make for the in-game market..?

well anyways... I'm just suggesting...

Yes i read already.... just suggesting again.... so we can interpret how much we really desire to have a cabal voucher in-game.....

In the Episode8 client we cant implement Vouchers due to its easily exploitable. Thanks for understanding!
