Fixed chaos belts effects aren't applied

As you can see, the RCR and RCD arent applied. nor is the RSA but u cant see it.

Update: A quick check confirmed that only the Guardian Belt effects are not applied. Looks like some limitations on the belts (some force options do not work on attack skills, some on buffs and some on items), but we might be able to find a way around. As soon as we have any news we will reply again.
