Not a bug. It has a slot, so its supposed to drop Astral core instead of Quartz Core. If you try to extract other chaos items like suit, without slot it drops Material Core, with slot it drops Astral Core

Where did you read that? If an Admin didnt mention this exactly, then the default extracting method is 'in charge', which is:
Material core: Every non slotted chaos, except orb/crystal
Quartz Core: Every non slotted chaos orb/crystal
Astral Core: Every slotted Chaos items
