Not a bug config.dlll corrupted

i cant open cabal world, their was a prompt says cabal world/config.dlll not found, and then when i click OK , the client close autocratically, ive tried reinstalling it many times but the problem is still the same

what ever Antivirus you use either Windows defender, or custom instaled,
google how to put Cabal folder to be excluded from scaning.(meaning that AV will allow it to update)
than just open launcher and pres scan button , not quick scan.
