That would have to depend on which method you are using, some methods do have different min/max amount to load.

I think for PayMaya there is an certain price to pay for an card yes.

For our server? no.

You must load up first before you can link your PayMaya Card to your Paypal,..the first load up will be the activation of your Virtual card,.the Minimun is 100 Php,..and you can load up how much you want..
And you don't have to maintain balance,..because it's a reloadable card,.you can use all of your load in one go and just reload again when you needed
