Try to go in OGN folder and delete cabalmain.exe so than restart pc and start scan from launcher

Hello, I'm a windows 10 user and I'd experienced that problem too but it worked on me. I'd just uninstall my anti-virus and let the windows defender on and reinstall the client. Try that, maybe it works for you.

Windows 10 has a lot of issues running cabal along with other programs, especially antivirus ones.
