Fixed New Character creation and deletion

With this new update we now can create characters with 190 level but the game will not allow for the deletion of a character level 100 and above. I suggest that there be allowances for character deletion even if they are level 100 or above.

We are already creating a system which will allow players to delete characters above level 100 so this can be something you expect in the future
