Refused PF BOSS CH3 (fixed)

I wanted to ask why Empowered FPTA-01 Custodi Flight is BOSS PF on CH3? After all, it is warmap and it is difficult to get there, because several players from Capella kills "normal player" (without the high-end set) 2-3 skills and do not even know what is the drop from the BOSS. Is it possible to move Empowered FPTA-01 Custodi Flight eg to Port Lux? Then all players on the server could even see the BOSS close.
