Not a bug Sellenia Weapon bug?

Just Wondering why the Craft of this sellenia is 8%amp. Will it be 10% if i bind it? or its simply because its bugged

Few months ago , when sellenia's weapon release , there's a guild video event . Winner will be award sellenia weapon of choice (but 8% craft / not perfect craft) as they still want those winner grind on the new weapon . So basicly that weapon is from event reward .
