Fixed Buff casting times

The casting times for some of the buffs seems to be too long to cast taking into consideration their casting animations.

It is a similar problem to this http://forum.olympusgn.com/threads/buff-casting-times.163/ but with only a couple skills that I know of so far.
Mana Condense (FA)
Repulsive Armor (FA)
