Fixed English shout rules need back

why take me back to this rule is as follows:
Everyone should know English or almost everyone understands that talk in shout, series of better than all speak one language and only restrict shout and megaphone.
English being the language spoken worldwide, and also to avoid a certain discomfort example: The person speaking to you this and more is furious she speaks in her native language, which makes you not understand and already may be to offend you, not knowing the language of this going unnoticed.

The goal is for everyone to understand what they say, only restrict shout and megaphone.
