Fixed introduce ap savers

Due to the lack of ability to farm AP stats for any other class other then BL, i would like to see AP savers introduced so those classes without the ability to farm AP stats can do so either via a ALT char and xfering to their main, or buy other people's AP.

Well they added AP savers, but account bound via eshop same with DP savers... XD

so obviously the purpose would be to make them non account binding
