Fixed Portal bug

Well, a friend of me had no premium anymore, and was stuck in pontus ferrum because the non-nation portal is bugged or something, cuz she can only warp through capella/procyon portals in the map, please look at this.

I think this is not necessary anymore... It was me told as an bug and that my friend wasn't able to warp through the warps, later on she didn't had premium or used Capella/Procyon warp to warp back.

I think there was never an problem, sorry for the disturbing.

This issue still exists (I believe). Last time I was checking this, indeed I couldn't warp with no nation character at the neutral warp portal.
